This item, from the U.S. Naval Station in New Orleans, Louisiana, was designed under specification of the Bureau of Yards and Docks, Navy Dept. It was constructed under the direction of Rear Admiral Mordecai T. Endicott (RPI Class of 1868, U.S.N. Chief of Bureau of Yards and Docks) and tested under the supervision of Civil Engineer A.C. Cunningham, U.S.N. (RPI Class of 1885).
