Background

Scope and Content:

Group of reports collected over time from Academic Affairs, with coverage of academic reorganization, five year plans, student retention, annual report with department/school breakouts, and gender bias in tenure.

Biographical / Historical:

In June 1940, the Council replaced the post of Assistant to the Chancellor with the post of Dean of Administration.

The Dean of Administration served as a staff officer to the Chancellor. Subject to the approval of the Chancellor, he was responsible for the preparation and administration of the University's budget and worked closely with the Deans in matters involving appointments to and changes in the staff. The Dean of Administration acted as the liaison among the various divisions of the University. Among his other principal duties were the clarification and interpretation of University policies and procedures.

The Vice Chancellor for Educational Affairs seems to have replaced the Dean of Administration. G. Lester Anderson, the last Dean of Administration, became the first Vice Chancellor for Educational Affairs (VCEA). VCEA was created by the University Council November 21, 1955 as part of the revision of the by-laws and ordinances of the University:

Subject to the authority of the Council, the Committee on General Administration and the Chancellor, the Vice Chancellor for Educational Affairs shall have general supervision of the educational divisions of the University, including general supervision of the use of classrooms, laboratories, and similar facilities, and the schedule of classes. Under the supervision of the Chancellor, he shall prepare the annual budget of the University to be submitted to the Committee on General Administration and the Council of the University for adoption. In preparing the budget he shall obtain estimates of income from the Vice Chancellor for Business Affairs and shall obtain estimates of expenditures from the several Vice Chancellors, Deans, and Directors. He shall also discharge such other duties as may be imposed upon him by the statutes of the University, by the Council through the Chancellor, or by the Chancellor. The Vice Chancellor for Educational Affairs shall be appointed by the Committee on General Administration of the University on the nomination of the Chancellor; he may be removed from office on the recommendation of the Chancellor and concurrence of the Committee on General Administration.

The name changed to Special Assistant to the President for Educational Affairs in 1965; Vice President for Academic Development in 1968; and Vice President for Academic Affairs in 1970.
